Hazardous materials and waste assistance

The Trinity County Department of Environmental Health has recently rolled out a regulatory program requiring compliance with CalEPA’s regulations for hazardous materials and waste.


What are CUPA and CERS?

CUPA and CERS are integral parts of California's environmental regulatory framework, specifically dealing with hazardous materials and hazardous waste management. In California, rather than having businesses report to multiple different state agencies for various environmental and fire safety regulations, the California Environmental Protection Agency (CalEPA) consolidates these programs into one "Unified Program” (CUPA). CalEPA then certifies local agencies to act as the CUPA for their specific jurisdiction.

CERS is the statewide, web-based database used to facilitate the Unified Program. By law, any business in California that handles hazardous materials or generates hazardous waste above certain threshold quantities must electronically submit their regulatory data to CERS.
